Here is a list of DVD players which have been tested to play CD's created with the WinTV-PVR
Can WinTV-PVR make Video CD's for your home DVD player? Most, but not all, home DVD players can play Video CD's created with a WinTV-PVR or DV-Wizard, and recorded onto CD-RW media (read/writeable CD disks). Some can also play Video CD's recorded onto CD-R's.
